Publishing Process

All official correspondence of the journal editorial staff with the authors is carried out exclusively by e-mail at info@psta.psiras.ru and is kept privately.

The editors are strictly guided by the principles of the International Committee on Publishing Ethics (COPE)  in complex cases.

The on-duty scientific editor operatively checks the journal requirements to received submission. In the few days following the submission, the author receives either confirmation or rejection.

Confirmation means that an editorial member will select the reviewers for a double anonymous review from highly qualified specialists on a similar subject (the surname of this member  is published under the text of the article, but  remains unknown to the author till adopting).

Rejection may occur due to non-compliance with the journal requirements. The exact reason for rejection should be clarified in the letter to the author. The rejected article can be reworked by the author and sent as new again.

For the implementation of double-blind review from the text of the submitted article, references to authorship and the place of performance of work are excluded. The choice of a reviewer is determined by the presence of a doctoral degree in the specialty of them,  avoiding of a conflict of interest (co-authors and collaborators of the author's research team are excluded) and a high level of publications on the related problem.

Reviewing usually ends within a month due to high level professionals who kindly write reasonable professional review just in a fortnight. Based on the results of the review, the article either rejects or is accepted for printing and placed in the line of scientific editing.

The editor sends text(s) of reviews with comments to the author confidentially, cutting any information about the referee. Copies of reviews may also be sent on the requests authorized by the Ministry of Education and Science of Russia. The best reviews can be published on the journal's website with the permission of reviewer who wrote them what increase reviewer status in  Publons.

Scientific editing is usually carried out within two months, and if this period includes New Year holidays, then for three months. The terms of scientific editing can be dramatically reduced by the authors efforts as described in the  Guidelines for Authors section.

The author is obliged to take into account the remarks in his work on finalizing the article. Objections to remarks should be carefully argued.

The final version of the article normally comes not longer than in 3-4 months from submitting and needs to be approved by the author before publication on the site. The accepted article will not be published until obtaining all author's agreement s signed at the place of work indicated in orcid.org.

The author has the right to publish anywhere in the Internet a preliminary version of the article of greetings, providing explicit indication the intention of publishing in this particular journal.

All the author rights remain with the author up to the right of revocation of the published article. If a publication of article  violates any author right, the editorial staff withdraws it.  The withdrawn article remains available from the journal site, but the fact of the recall became unambiguously marked on the site and the editorial staff prevents its indexing at the RSCI and other bibliography bases.

The described above procedure for reviewing has been elaborated by the editorial board and approved by the editor-in-chief of the journal.
